These are super rare, and I have never seen a penguin before
There is a short somewhere that causes some of the lights to go out or one of the bulbs is loose
I think it’s somewhere in his head because sometimes I can get all the lights to come on as you can see in the pictures and then if I move him around a little too much the lights quit working in some areas
So I 100% think he can be fixed
He can stay solid colored, or you can use the box and make him blink at different speeds
His hat and scarf are removable and may not be original
His left fin is a little bent
